On Sunday, nine people were killed and at least 27 injured at a downtown nightlife area in Dayton, Ohio, before the gunman was fatally shot by police.
Lieutenant Colonel Carper of Dayton Police said: "At 1.22am active shooter situation began in Oregon District".
Whaley said the suspect wore body armour and fired a rifle with.223-caliber rounds from high-capacity ammunition magazines.
Connor Betts, a white male from Bellbrook, a suburb of Dayton, was identified as the shooter by Lt. Colonel Matt Carper, Dayton's assistant chief of police, during a news conference Sunday afternoon. Within 30 seconds of the suspect opening fire, the officers shot and killed him, Biehl said.
Besides the Betts siblings, the fatalities were identified as Lois L. Oglesby, 27; Saeed Saleh, 38; Derrick R. Fudge, 57; Logan M. Turner, 30, Nicholas P. Cumer, 25; Thomas J. McNichols, 25; Beatrice N. Warren-Curtis, 36; and Monica E. Brickhouse, 39.
"The Connor Betts that I knew was a nice kid", Howard said. The shooter's 22-year-old sister, Megan Betts, was the youngest of the deceased victims, who were all killed in the same area.
Officers gunned down the OH shooter at the doorstep of a bar-turned-hiding place in the middle of Dayton's nightclub district, and arrested the El Paso shooter as hundreds fled a crowded shopping center.
It was the second USA mass shooting in less than 24 hours, and no motive has been explained.
"In less than one minute, Dayton first responders neutralized the shooter", Whaley said.
The attacks came less than a week after a 19-year-old gunman killed three people and injured 13 others at the popular Gilroy Garlic Festival in California before dying of a self-inflicted gunshot wound.
Police believe there was only one shooter, and have not yet revealed the identity of the suspect or their motive. "Someone took the gun from him and he got shot and is dead".
Two mass shootings at crowded public places in Texas and OH claimed at least 30 lives, including a shooter, in less than 24 hours and left scores of people wounded.
"She had told me she liked my outfit and thought I was cute, and I told her I liked her outfit and I thought she was cute", Papillon said. She did not give an age range for the injured.
Local and federal law enforcement agencies served a search warrant on Betts' family home in nearby Bellbrook, Ohio early Sunday morning. Addressing reporters in Morristown, New Jersey, the president said Sunday that "we're going to take care" of the problem.
Governor Mike DeWine issued his own statement, announcing that he ordered flags in OH remain at half-staff and offering assistance to Whaley and prayers for the victims. The 20 mass killings in the U.S.in 2019 that preceded this weekend claimed 96 lives.
On Twitter, singer Lizzo called on people not to "normalise" shootings, saying that her family in Dayton were safe "but that's not the case for nine other families".
The Oregon District reopen Sunday afternoon though the bar will remain closed. The first shooting that tore through a Walmart jammed with back-to-school shoppers in El Paso on Saturday marked another bleak milestone in a nation pocked by gun violence: the 250th mass shooting of 2019.
