In his four-page summary released on Sunday, Trump-appointed Attorney General William Barr wrote: "The special counsel did not find that any U.S. person or Trump campaign official conspired or knowingly co-ordinated with Russian Federation".
Graham spoke Monday after Attorney General William Barr reported to Congress on Mueller's findings.
Napolitano said that by doing so, Barr "is opening a can of worms for the president and throwing a lifeline to House Democrats" for more investigations of obstruction.
Mr Trump still faces about a dozen other investigations. Barr says Mueller's report presents "evidence on both sides" of that question.
Shortly before the report's release, Trump called it "ridiculous" while speaking to reporters outside the White House, and said that he hoped it was shown to the public.
If Barr refused to release it, Democrats would then vote to hold him in contempt of Congress, experts said.
For two years, President Trump has tweeted it constantly and practically shouted it from the White House lawn: No collusion!

"As a lawyer, you don't waive privileges and you don't waive investigative detail absent either a court order or an agreement between the parties", Sekulow told CNN in an interview, adding that Barr would make the final decision.
Barr issued a four page summary of Mueller's findings Sunday.
Kremlin spokesman Dmitry Peskov, in a on a conference call with reporters, called on Washington to make the first move to reset ties and repeated Moscow's denial of any interference in US elections and internal affairs or those of any other country.
Trump fired his Federal Bureau of Investigation director James Comey in May 2017 and later said in an NBC News interview that "this Russian Federation thing" was one factor in his mind at the time - a significant enough issue to have guaranteed Comey's firing.
They also pointed out that Mueller's investigation led to the indictment or guilty pleas of six Trump aides, including his personal attorney, campaign chairman, and national security adviser.
In the meantime, a series of investigations into potential illegal activity and irregularities in Trump's business dealings are underway, both in Congress and in his home state of NY. Khanna said he accepts Mueller's findings, but also that a "prosecutor can have a significant amount of evidence and say that it just doesn't rise to a crime. that doesn't mean there wasn't misconduct".
But crucially, the report found no evidence that the Trump campaign, or anyone associated with it, worked with the IRA or the Russian Government during those activities. "I have no idea about [the] Mueller report", he said.
