The United States has asked the United Nations Security Council to vote on Thursday on a draft resolution calling for free and fair presidential elections in Venezuela and unhindered delivery of humanitarian aid, diplomats said.

Some European and Latin American ambassadors were expected to boycott Arreaza's speech, as more countries back opposition leader Juan Guaido and spurn President Nicolas Maduro, diplomats said.

Russian Federation and the USA have opposed each other when it comes to the crisis in Venezuela.

Arreaza also renewed an invitation to the UN High Commissioner for Human Rights, Michelle Bachelet, to visit Venezuela to evaluate the impact of what he described as a US-led "blockade".

Washington regards the May 2018 ballot that brought Maduro second term to be illegitimate. The Kremlin has continued to support President Nicolas Maduro, while the pushing for him to step aside.

Russia's draft warns against the use of force against the Maduro administration and emphasizes the principles of national sovereignty and non-interference in countries' domestic affairs.

"For democracy to return and for Venezuela to rebuild - Maduro must go", Pence said.

United States officials have previously dismissed Russian allegations about Washington's plans for Venezuela as baseless "propaganda".

In order for a resolution to be adopted in the Security Council - the only United Nations body whose decisions are binding - the majority of its members must vote in favour and there must be no veto from any of the powers with that prerogative: the United States, Russia, China, the United Kingdom and France.

"We are proposing the path of dialogue, even with the United States".

Reportedly, the protesters hoped they could maintain pressure on Maduro after self-proclaimed interim president Juan Guaidówas widely recognized as legitimate at the end of January on the worldwide stage.

Four people died on the Brazilian border and more than 200 others were injured in disturbances on the boundary with Colombia.

The Russian draft resolution expresses "concern over the threats to use force" against Venezuela.

Citing what he described as United States preparations for war in Venezuela, he urged the council to "exclude that option completely", after Abrams reiterated Washington's "all options are on the table" position.
