Police say Bush then re-holstered his gun as he exited the store, and once outside, he shot another victim, a woman, several times.
Bush began 'firing wildly at the civilian throughout the parking lot'. Stallard was the father of Kellie Watson, the chief equity officer for the administration of Mayor Greg Fischer, tasked with improving racial equity within city government's policies and practices.
Police have not officially identified Stallard or the woman who was killed outside.
Bush is in the custody of the Louisville Metro Department of Corrections with a $5 million bond, charged with two counts of murder and 10 counts of first degree wanton endangerment. Whites don't shoot whites'.
Ed Harrell was quoted by the Courier Journal as saying he was waiting on his wife in the parking lot when he heard gunshots and grabbed his revolver. They fired shots at each other but missed. Initial reports claimed that multiple people had been shot, but there was no word on how many. A passerby with EMT training saw a woman get hit as he was calling 911 and tried to help her, but "there was nothing I could do", he tells the station.
"It nearly sounded like a pallet hitting the floor", he told WDRB-TV in Louisville.
The victims appeared to have been random and the police did not offer a motive for the shooting that took place around 2:30 pm EDT at a Kroger Co supermarket about 15 miles from downtown Louisville, Rogers said. He said he called out to ask what was going on, and the gunman replied: "Don't shoot me".
"After the fourth shot, I don't know if there were five or fifteen", Butler told Wave3 news. King said in a video posted on the newspaper's website.
"[My father] didn't realize it was [the shooter] till he had already seen the gun by his side", said the son, who was at the scene of the shooting, according to a local Fox affiliate. "Whites don't kill whites, '" Zinninger said.
He said a man came around the corner and "the look on his face, he looked like he just didn't care".
"We are shocked and saddened by the shooting", Kroger said in a statement.
