In case of rape of a girl under 16 years, the minimum punishment has been increased from 10 years to 20 years and could also be extended for life, reported ANI. CPI (M) leader Brinda Karat said death penalty is to be given in the rarest of the rare cases, but in principle her party is against capital punishment.
