The FBI released a poster with scant details as to why they were looking to speak with Kadirov.
Authorities then announced Mr Kadirov had been "located" but did not offer any further information about where he was found, or details of his link with Tuesday's attack.
Earlier in the day, a USA government source told Reuters that Saipov had been in contact with another individual individual who is now under investigation by the FBI for suspected terrorism-related activities.
Kadirov is also from Uzbekistan, the same country that Tuesday's suspect, Sayfullo Saipov, is from.
On Wednesday, federal prosecutors shared that the driver had a long-planned plot, inspired by ISIS propaganda, to kill people celebrating Halloween.
He's been charged with providing material support to Islamic State, and violence and destruction of a motor vehicle with willful disregard for human life - which carries the death penalty.
